Roads in the city of Gosford were submerged at around 6pm local time after hours of torrential rain.
Resident Angus Lumby said he was driving to a friend's house but had to abandon his car and wade through the road after the rain ''turned it into a river''.
''We were flooded in and had to walk through, then my brother met us at the other side or the road with our car,'' he said.
The downpours were a welcome relief to the region, which has been ravaged by severe bush fires in recent weeks. Officials said the rain had extinguished a third of the fires in the area and could put more out.
Sydney recorded its wettest day in more 15 months with many locals celebrating the downpour despite the inconvenience.
