The International Criminal Court has announced that Thomas Lubanga remains guilty for a long series of war crimes. France 24's Sam Bradpiece reports that the ICC "has upheld its 2017 ruling to hold the imprisoned Congolese warlord liable for up to 10 million dollars in damages," adding that the court has also "opened the way for new victims to step forward."
