You'll face Cassandra O'Malley in Roseway for the quests 'The Distress Signal' and 'The doom that came to roseway'. You'll need a security keycard to proceed in the quest.

To get the security keycard talk to Porter in the top floor and get Keycard to Porter's office and there you can print the security keycard to open cassandra's cell.
