The U.S. Geological Survey said the quake was a magnitude 6.4 with an epicenter 30 kilometers northwest of the capital, Tirana.
A powerful aftershock in the Adriatic Sea of a magnitude of at least 5 struck three hours later.
Rescue crews, including some from other European countries, worked to rescue people from damaged and destroyed buildings.
